Millenia have passed since the Tyrant Leto's downfall at the end of God Emperor of Dune. Arrakis has changed beyond recognition, its very name elided to Rakis. Sandworms have returned, now changed by Leto's "pearl of wisdom" to be less vulnerable to humanity, and are once again returning it to desert.

At the edges of space, some of the lost groups of humans are returning, led by a strange splinter group of the Bene Gesserit known as the Honored Matres. They practice some strange form of sexual domination which the Bene Gesserit regard to be abomination. Yet all the BG's attempts to hold them off have been failing, and they seek a desperate hope in Miles Teg, a retired general whose bloodlines combine the best qualities of all the old power brokers.

Into this volatile mixture comes Sheeana, an orphan who may possess the key to controlling the sandworms. She only wants to be left alone, but when a dozen warring factions all see her as a tool to gain their desires, peace is not to be had.
